A new TransUnion (NYSE: TRU) analysis found that 7.1% of transactions involving consumers in India in 2025 were suspected digital fraud attempts, almost double the global rate of 3.8%.

These findings are from the TransUnion H1 2026 Top Fraud Trends Report, which highlights a shift toward identity-driven fraud and increasingly sophisticated attack methods.

“Fraudsters are weaponizing both consumer trust and emerging technologies,” said Natarajan Ramani, head of TransUnion India Data Analytics Solutions (INDAS). “As the scale and sophistication of fraudulent operations continue to grow, the threat landscape is evolving faster than ever. Addressing this requires a new generation of identity centric defences that combine advanced analytics, adaptive authentication and multilayered fraud detection. Organisations must match fraudsters’ technological innovation to stay ahead of rapidly changing schemes.”

India’s Suspected Digital Fraud Rate Nearly Double Global, with Risk Highest at Account Login

Globally, account creation remains the highest-risk stage across the digital consumer lifecycle, with 8.3% of those transaction attempts suspected to be fraudulent in 2025. In India, however, fraud risk was most concentrated at account login (3.9%) last year, reflecting growing attempts to compromise legitimate user credentials, followed by account creation (3.1%) and financial transactions (1.2%). This pattern suggests attackers are increasingly targeting existing accounts using compromised credentials.

“Fraudsters are moving upstream,” said Anurag Anand, head of fraud solutions, TransUnion India Data Analytics Solutions (INDAS). “They increasingly exploit vulnerabilities at account creation and login, concealing identity manipulation until losses mount. These methods enable criminals to evade rules-based systems built for a different threat environment. To keep pace, businesses need intelligence-driven, proactive solutions like TransUnion’s fraud prevention solutions to detect sophisticated identity risks at onboarding.”

Industries Facing the Highest Digital Fraud Risk in India

Fraud exposure varies significantly by industry, with attackers targeting sectors that combine high transaction volumes with frequent digital engagement.

For transactions involving consumers in India, logistics recorded the highest suspected digital fraud rate in 2025 at 16.3%, followed by telecommunications (14.7%) and insurance (11.5%).

These sectors often rely on real-time interactions, distributed networks and high-frequency transactions, creating opportunities for fraudsters to exploit gaps in identity verification and authentication.

Telecommunications Has Seen the Biggest Increase in Suspected Digital Fraud from India Among Industries Analysed

Industry

Suspected digital fraud attempt rate from India 2025

Percentage change in suspected digital fraud volume from India 2024-2025

Logistics

16.3%

+31%

Telecommunications

14.7%

+308%

Insurance

11.5%

+145%

Gaming (online sports betting, poker, etc.)

9.6%

-36%

Communities (online dating, forums, etc.)

4.7%

-21%

Financial services

2.6%

-65%

Retail

2.5%

-99%

Travel & leisure

0.5%

-68%

Source: TransUnion global intelligence network

TransUnion came to its conclusions about digital fraud based on intelligence from its array of TransUnion fraud prevention solutions. The financial impact is staggering and organisations must rethink how they verify, identity, and secure customer interactions. To stay ahead of increasingly sophisticated threats, businesses must embrace innovative thinking and deploy adaptive strategies that disrupt fraud at every stage of the consumer lifecycle,” said Steve Yin, Global Head of Fraud at TransUnion.

The report, which draws on proprietary data from TransUnion’s global intelligence network and surveys of business leaders in six countries and consumers across 18 countries, including India, reveals that as monetary losses grow in scale, fraud is growing in sophistication and diversity. When the global business leaders were asked which fraud was the predominant cause of business loss in the past year, scam/authorised fraud (24%) was number one, followed by synthetic identity fraud (20%) and account takeover (20%).

Scams/Authorised Fraud Was the Top Reported Cause of Fraud Losses for Global Businesses, Followed Closely by Synthetic Identity Fraud and Account Takeover

Fraud Type

Percentage of Total (Global)

Scam/Authorised fraud — dishonest scheme intended to trick a person into giving up something of value (e.g., account access, money, information)

24%

Synthetic identity fraud — use of a combination of personally identifiable information to fabricate a person or entity to commit a dishonest act for financial or personal gain

20%

Account takeover — unauthorised individuals taking over someone’s online account (e.g., bank, social media, email) without their permission

20%

Application fraud (first‑party) — identity misrepresentation or falsifying information for the purpose of financial gain

16%

Application fraud (third‑party) — use of stolen identity to open an account

16%

Other

2%

Source: TransUnion business survey

While account takeover trails scam/authorised fraud globally, its growth trajectory is concerning. According to data from TransUnion’s customers in its global intelligence network, digital account takeover volume worldwide grew 21% from H1 2024 to H1 2025, signalling a rapid escalation. Looking further back, the volume of account takeover fraud surged 141% from H1 2021 to H1 2025, underscoring its persistent rise over time. This trend reflects the increasing sophistication of fraudsters who exploit stolen credentials and bypass authentication systems.

"As account takeover fraud surges, businesses can no longer afford solely reactive defences,” said Yin. “The growing sophistication of fraudsters demands a proactive investment in layered security and identity intelligence. However, for transactions coming from India the percentage of digital fraud attempts decreased at a rate of 49.20% during the same time period. When comparing Q2 2021 to Q2 2022, gaming and travel and leisure were the two most impacted industries globally for the suspected digital fraud attempt rate, rising 393.0% and 155.9% in the last year, respectively. For transactions originating in India when comparing these same time periods, this rate rose 53.97% for gaming and 269.72%% for travel and leisure.

TransUnion monitors digital fraud attempts reported by businesses in varied industries such as gambling, gaming, financial services, healthcare, insurance, retail and travel and leisure, among others. This quarter, as countries began to open up more from their COVID-19 lockdowns and travel and other leisure activities became more mainstream, fraudsters clearly made this industry a top target. The growth in communities and gaming fraud also can be attributed to the shifts in focus of fraudsters as these growing markets become a larger target.”

An example of the sudden shift in focus of fraudsters can be seen in financial services. Global financial services online fraud attempt rates had risen 149% when comparing the first four months of 2021 and the last four months of 2020. However when comparing Q2 2021 and Q2 2020, the rate of suspected online financial services fraud attempts have still risen globally, but at a much lower rate of 18.8% globally. When comparing those two periods for transactions coming from India that rate has declined by 15.35%, indicating stronger fraud control measures being adopted by the financial services industry.

Industry Year-over-Year Suspected Digital Fraud Attempt Rate Increases and Declines in Q2 2021 Coming from India

Industry

Suspected Fraud Percentage Change

Top Type of Fraud

Largest Percentage Increases

Travel & Leisure

269.72%

Credit Card Fraud

Communities (online dating, forums, etc.)

267.88%

Profile Misrepresentation

Logistics

94.84%

Shipping Fraud

Largest Percentage Declines

Telecommunications

-96.64%

True Identity Theft

Retail

-24.88%

Inappropriate Content

Gambling

-31.53%

Policy/License Agreement Violations

“The pandemic accelerated community (i.e. online dating) and online retail transactions which require logistics and fraudsters have recognized this. The second and third most reported type of digital fraud by TransUnion financial services customers globally are first party application fraud and account takeover, respectively. First-party application fraud is when a consumer refuses to repay legitimately incurred debts and/or falsely claims to be a victim of identity fraud to evade debt. Account takeover is when someone other than the owner of an account uses the account without permission, indicating that the account has been maliciously compromised.

“An interesting dynamic is playing out where we are seeing other industries facing far fewer suspected fraud attempts than what has been observed in financial services. In India, financial services—an industry traditionally known for being in person—saw a significant jump. Fraudsters have recognized the digital acceleration specifically in this industry and are trying to capitalize,” added Shaleen. “The key takeaway for businesses is that fraudsters do not treat every industry equally. They often pick and choose an industry to focus on based on the time of year or what businesses are seeing more transactional activity. At times, fraud attempts are simply conducted at random simply to determine if businesses are prepared to meet their challenges.”

More information about TransUnion’s quarterly fraud report can be found here.

[2] The percent or rate of suspected or risky fraudulent digital transaction attempts are those that TransUnion’s customers either denied or reviewed due to fraudulent indicators compared to all transactions it assessed for fraud

fraud,digital,iovation,press

The TransUnion Sandbox Experience is purpose-built to empower participants by giving them access to new-age datasets, a world-class analytical environment, along with modelling tools and techniques for building customized credit lifecycle management solutions. It also offers hands-on learning and experience with world-class data analytics and technology. The ultimate objective of Sandbox experience is to drive financial inclusion and access to credit by catalyzing innovation.

“While the COVID-19 pandemic has created unprecedented business disruptions, it has compelled the industry to speed up and revitalize digitalization and data-analytics across systems, processes and operations. The power of credit information analytics has proven its efficacy by enabling the quick and smooth implementation of Government relief schemes like the moratorium, ECLGS and EGPS, and by helping find and fund good borrowers. In-order to keep pace with dynamic market trends, evolving consumer behavior and economic changes, there is a need for continuous innovation and learning on data analytics. TransUnion is committed to the holistic development of the financial technology ecosystem in India. We believe that the TransUnion Sandbox Experience will help catalyze and further strengthen India’s data ecosystem, foster trust among market participants and help accelerate economic development and financial inclusion for nation building,” explained Mr. Rajesh Kumar, MD & CEO, TransUnion CIBIL.

The first TransUnion Sandbox Experience is designed for the FinTech lending ecosystem and has around 200 contestants from the FinTech Industry. The contest is organized across three business problem statements or tracks. Each competing team has to pick one of the problem statements on which they will be able to do model development across a 72-hour period. One team in each track, comprising of two individuals from the same organization, are allowed to compete. The contest has grand prizes and recognition in store for the participants and winners – first prize is a cash award of 6 lakhs and second prize is a cash award of 4 lakhs for the winning teams across each track.

FinTech lending industry players are enthusiastic about the TransUnion Sandbox Experience. Speaking about the value this contest brings, the founder and CEO of PayU Credit, Mr. Prashanth Ranganathan said: “We see tremendous potential of data analytics-based solutions in helping us identify potential customers and drive access to financial opportunities for many more deserving consumers across our country. The TransUnion Sandbox Experience has a great construct to foster collaboration and co-creation, bringing the brightest minds in the industry together solving for the collective good.”

DMI Finance Private Limited is yet another key contestant and explaining the objective of their participation, its Co-Founder and Managing Director Mr. Shivashish Chatterjee, said: “The credit data ecosystem in India is at an inflection point where the industry is just starting to separate the signal from the noise. Forums like the TransUnion Sandbox Experience are promoting ideation, innovation and evolution for not on the FinTech industry but the broader consumer and SME credit sector. The problems that participants will tackle and the solutions they will be able to find and test in this contest will be instrumental in augmenting the credit lifecycle management for all lenders and keep India at the forefront of data innovation.”

The first TransUnion Sandbox contest for FinTech industry players will be held from 12th-15th Jan 2021. “The FinTech lending industry is providing access to finance through approximately 13 million loans as of 2019 to the tune of INR 230 billion. Access and experience for FinTech players on world class data analytics technology is essential to empower them further so that they can contribute to driving greater economic resurgence and financial inclusion. We’re attempting to provide support and motivation to FinTech lenders through our first Sandbox Experience contest,” concluded Rajesh.

In order to foster responsible innovation in financial services, promote efficiency and bring benefit to consumers, the Reserve Bank of India has also initiated an enabling framework for Regulatory Sandbox (RS). The RS is, at its core, a formal regulatory programme for market participants to test new products, services or business models with customers in a live environment, subject to certain safeguards and oversight.

digital,fraud,Artificial Intelligence,Sandbox,Dataanalytics,Bigdata,press

About 94% of India and 85% of global executives surveyed as part of the study said they believe smooth transactions are “essential to business survival” rather than merely a competitive edge.

“COVID-19 has dramatically accelerated digital transformation with 61% of our global survey respondents saying their organization has changed their digital transaction process due to the pandemic,” said Shaleen Srivastava, executive vice president and head of Fraud, Solutions and Alternate Data at TransUnion in India. “But all of this digital progress will be wiped out if we can’t remove these barriers to building bilateral digital trust. For instance, two-thirds of global executives in the study who said their company changed their digital transaction process as a result of the pandemic experienced glitches."

The report, “New Dimensions of Change: Building Trust in a Digital Consumer Landscape,” included responses from 162 executives from India, and 1,448 executives in Brazil, Canada, Chile, China, Colombia, the Dominican Republic, Hong Kong, the Philippines, South Africa, the U.K. and the U.S. The research uncovered how technologies like artificial intelligence (AI), national digital IDs[1] and super-apps[2] can help overcome hurdles and possibly create new challenges to building digital trust.

Artificial Intelligence (AI), Biometrics and National Digital IDs Will Play an Increasingly Important Role in Fraud Prevention

Overwhelmingly respondents answered that: 1) biometrics will be the dominant payment customer authentication method; 2) improved fraud detection and security is the greatest benefit to using AI; and 3) a national digital ID system will help prevent consumer fraud.

Approximately 93% of India and 85% of global executives say biometrics are likely to be used to authenticate the vast majority of payments in the next 10 years. About 37% of India and 43% of global respondents noted that improved fraud detection and security is the greatest benefit to using AI. This was the top selection by far with smoother customer experience being the second most used answer globally at 29% worldwide and 27% in India. Furthermore, the vast majority of executives, 95% in India and 79% globally, think national digital IDs will help fraud prevention in consumer transactions.

“Ensuring consumer trust starts with preventing fraud. Our research overwhelmingly showed that biometrics, AI and national digital IDs aren’t just a fad for consumer fraud prevention. They are key for trusted commerce for the foreseeable future,” said Shaleen.

National Digital IDs Hold the Key to Economic Inclusion

Seven in 10 executives globally and 93% in India believe a national digital ID gives low-income groups access to consumer services they would have previously been excluded from. By industry worldwide, respondents from consumer lending and telecommunications think such IDs give lower-income groups access to services they might otherwise lack. Both industries have led the way over the last decade in reaching the community of financially-underserved customers, manifested in innovations like microfinance and mobile money.

Executives Believe Consumers are Comfortable Sharing Personal Data

About 91% of India and 73% of global executives believe consumers are comfortable sharing personal data with private companies. Nearly 71% of worldwide and 93% of India executives believe consumers are comfortable sharing personal data with governments. Brazilian, Chinese and Dominican Republican executives have vastly differing views about whether or not consumers are willing to share data with private companies versus government bodies (more than 10% difference in each country between sharing with governments and companies). Chinese respondents believe consumers are much more comfortable sharing personal data with government bodies than companies. Brazilian and Dominican Republican executives have the opposite belief.

“Technological innovations like AI, biometrics and national digital IDs paired with proven fraud prevention methods like device intelligence can provide a more convenient and inclusive way for consumers to transact that still protects security and privacy,” Shaleen concluded.

[1] National digital ID initiatives are government-administered programs to provide a digital identity to residents, often using biometric data to authenticate identity.

[2] Super-apps are single digital portals, predominantly accessed via smartphones, through which customers access and pay for third-party products and services.

About TransUnion

TransUnion is a global information and insights company that makes trust possible in the modern economy. Conversely, TransUnion recently observed a decrease in such attempts as companies reopened their physical locations. TransUnion came to its conclusions about fraud against businesses globally based on intelligence from billions of transactions and more than 40,000 websites and apps contained in its flagship fraud prevention solution, IDVision® with iovation®.

Specifically, TransUnion found that suspected online fraud from India against businesses increased 121% from right before the pandemic (1st Jan-10th March) to the beginning of the pandemic (“phase 1,” 11th March -18th May). However as businesses began reopening (“phase 2,” 19th May - 25th July), TransUnion’s findings revealed a 29% decrease in suspected digital fraud attempts from India against businesses when compared to phase 1 (11th March-18th May).

Globally, TransUnion found the percent of suspected fraudulent digital transactions against businesses worldwide decreased 9% from the beginning of the pandemic (11th March – 18th May) to when businesses began reopening (19th May 19- 25th July).

“With the rush for businesses to go digital as many were forced to go completely online almost overnight, fraudsters tried to take advantage,” said Shaleen Srivastava, EVP and Head of Fraud, Solutions and Alternate Data at TransUnion in India. “They were most likely unsuccessful in their attempts and took their scams elsewhere as those businesses ramped up their digital fraud prevention solutions while providing a friction-right consumer experience.
Research shows lenders lose large numbers of potential customers because of cumbersome application processes – seven in ten drop out before their application is complete

Almost two-thirds of loan applications take three or more days to approve, impacting customer loyalty

Increasing acquisition conversions, creating a great customer experience, preventing fraud, and driving operational efficiencies top list of lenders’ priorities

Mumbai, Dec. 11, 2019 – New insights released today by TransUnion reveal the sheer scale of India’s growing credit economy and the rising number of consumers who are demanding a quick and easy digital application experience so they can access funds more easily. Research reveals current processes are still cumbersome and time-consuming – requiring credit applicants to go through multiple steps and provide several pieces of data and identity confirmation. This, combined with lenders’ tight control over fraud checks and manual verifications, makes it incredibly difficult for them to meet consumer expectations.

To address these challenges, TransUnion has launched TransUnion Seamless Onboarding, which helps both lenders and consumers experience a quicker and easier digital account opening process. Designed to deliver a “friction-right” and enhanced customer journey, while increasing conversions, the solution helps strengthen customer loyalty, reduce fraud, and drive operational efficiencies for lenders. Delivered via a single platform and API, TransUnion Seamless Onboarding significantly reduces integration time and effort for lenders, whilst encompassing identity verification, fraud detection, credit/risk decisioning workflow and orchestration for India’s first truly end-to-end onboarding solution.

In order to assess the onboarding challenges faced by the credit Industry, TransUnion recently conducted analyses around the time it takes for credit application approvals in India to complete. Analysis showed that:

Credit Cards: 86% of credit card applications took longer than one day to be sanctioned, of which almost 60% took more than 3 days to sanction

Personal Loans: 77% of personal loan applications took longer than one day to be sanctioned, of which 58% took 3 days or more

Two-Wheeler Loans: 91% of two-wheeler loans took longer than one day to be sanctioned, of which almost 65% took more than 3 days

Car Loans: 87% of car loans took longer than one day to be sanctioned, of which 64% took more than 3 days

Speaking about these findings, the President of TransUnion Asia, Mr. Satish Pillai said: “Consumers are increasingly demanding a seamless onboarding experience that provides a fast, personalized service. Although we have seen improvements in the number of credit products granted within a day of application over the past several years, it is still a surprisingly low percentage of the overall total. This, coupled with the fact that almost 22 million consumers are seeking credit opportunities every month, means the credit industry in India must evolve and undergo a true digital transformation. Lenders need to stay competitive and cater to the increased demands and expectations of consumers while still being able to efficiently manage risks.”

TransUnion’s research also revealed evolving consumer behavior trends – indicating that 70% of credit applicants1 dropped mid-way through the application process due to reasons like long application times, too many fields requiring information, requirement for a branch visit or sending paperwork through the post. The findings show that to be successful in onboarding customers, lenders need to streamline and modernize credit application processes while managing risks. Additional research confirmed this, showing lenders’ top three priorities were: to improve operational efficiency; to acquire new customers; and to reduce the risk of fraudulent accounts being opened.

Pillai concluded: “Improving customer journeys can often seem like an insurmountable task. Lenders are often reliant on legacy or multiple systems and have to choose between maintaining them or developing new platforms. TransUnion Seamless Onboarding delivers a full range of identity, fraud, decisioning and credit solutions through a single platform and a single API to make the integration very easy for the lenders. Its flexible orchestration and plug-and-play offering enables customization to meet evolving business needs.”

With TransUnion Seamless Onboarding, India’s credit industry will be able to reach the market’s 22 million credit customers a month through a digital, streamlined onboarding process that delivers the experience consumers prefer: fewer input fields to complete, little or no physical paperwork, and less time required for credit applications. The solution’s consumer-friendly design and ground-breaking capabilities position it to transform onboarding in India: a total friction-right experience that consumers can complete in one sitting – anytime, anywhere – without compromising privacy or security.
